Accountable for administering, developing and directing all activities of the KSMC Respiratory Care Services Department, Regional Pulmonary Function Laboratories, Regional Sleep Disorders Laboratories, INTS bronchoscopy and Regional Home Oxygen Care Management Asthma/COPD Case Managers.
Essential Functions:
Organize department's structure and implement personnel management practices to achieve effective supervision of staff.
Initiate and maintain effective recruitment, training and retention programs.
Allocate necessary resources for completion of work and involve staff in departmental decisions.
Communicate regional goals, policies and procedures and those of the hospital and region.
Achieve member satisfaction through implementation and development of standards of quality of care, services and access to services by development and execution of quality assurance programs and integration of the results of these programs both internally and with other hospital services.
Assure optimal delivery of therapeutic and diagnostic services.
Manage the timeliness of diagnostic services.
Organize and manage services in a cost effective manner
Develop and administer capital and operating budgets
Monitor fee schedule operations and necessary service billings.
Seek opportunities for cost savings to support Regional objectives and maintain identified standards of care
Develop fee structure and billing in compliance with CMS guidelines
Cultivate and maintain organizational relationships and community relationships by collaboration with senior management, nurse managers, physicians, directors and supervisors throughout the Northwest Region, and interaction with other health care organizations and health care professionals in related fields.

Serve on Regional Steering Committees
Research, select and maintain all necessary equipment, including life support, diagnostic, therapeutic and computerized equipment.
Seek to update knowledge, maintain and adequate inventory of necessary supplies to support daily operations.
Serve on regional and national equipment committees.
Communicate with other Kaiser Regions on equipment purchases for quality and cost containment.
Provide educational programs for department staff, nursing personnel and physicians.
Maintain personal growth and education in Respiratory Care practices and management skills
Maintain office support services, including patient billing, patient appointments, payroll completion, policy and procedure retention, medical record retention, required reports of procedural activities for hospital administration and health plan
Coordinate outpatient diagnostic and therapeutic interventions including durable medical equipment prescriptions, pulmonary function testing, and laboratory specimen diagnostic collections
Basic Qualifications:
Graduate of an accredited (JCRTE) Respiratory Care Program
Health Care Management/training operations, 2 years inpatient, 1 year with durable medical equipment
Registered Respiratory Therapist (NBRC)
Bachelors Degree in Science or related field.
Proficient in managing multiple inpatient and outpatient departments and multiple tasks.
Excellent personnel management skills.

Able to provide and manage staff technical training. Participatory management oriented.

Preferred Qualifications:
MS in Health Sciences or related field
Quality Assurance/JCAHO experience, 3 years
Health Education/Promotion training, 3 years.
